Proposal Strategist

Avail Technologies is looking for a Proposal Strategist who will be responsible for analyzing sales opportunities, develop Avail’s approach, create and document the approach through developing a proposal as a response to new customer opportunities. As a Proposal strategist, the individual work within the business development team, and in collaboration with developers, Product Managers, Project Managers, and third-party product and service providers to develop accurate, high quality, and easily understood proposals that are in alignment with customer requirements and company and strategic objectives.

The Proposal Strategist will be responsible for analyzing and pursuing sales opportunities within the market. This involves a clear understanding of customer goals and objectives, mapping those goals and objectives to Avail’s Products and Services, ensuring that various groups within the company understand and agree that the proposed solution is in line with the customer’s vision, and make certain that the literature being produced is in line with Avail’s brand.

Essential Duties/Responsibilities: 

  • Prepare compelling and persuasive proposals for new RFI and RFP responses, in collaboration with subject matter experts and other appropriate stakeholders
  • Collaborate with subject matter experts, the sales and marketing team, the proposal Pricing Analyst, subcontractor team members, and other resources as needed, to solicit capture information and develop win themes, key differentiators, and competitive analysis
  • Develop overall proposal strategy and approach, including both Avail products/services and any required or recommended 3rd party solutions
  • Develop and present for review and approval the proposal strategy, approach, key content and messaging, and proposal development plan/schedule to Proposal Manger, Business Development Director, and other key stakeholders
  • Lead the development of proposals including the technical content, implementation and training approach, overall project execution, and other content as may be required in each RFP/RFI
  • Assimilate all information into a narrative that follows the RFP instructions, producing an accurate, timely, compliant, customer-focused, and company value-added proposal to acquire new business to achieve strategic and business objectives
  • Develop and maintain a strong understanding of Avail’s technical solutions and project implementation processes, coupled with intimate familiarity of public transit’s daily operations and the challenges they face
  • Conduct research if needed on RFP technical/functional areas to gain better understanding of areas to be addressed and responded to
  • Remain current concerning Avail’s short and long-range goals and objectives from both a business and technical perspective
  • Establish working relationship with internal departments to understand business level profitability and market competitiveness
  • Work with the Business Development Director, Proposal Manager, and other stakeholders as necessary, to support the development of business cases and sales and marketing plans for new products and/or initiatives
  • As required, support the sales and marketing team on customer visits, trade shows, pre-bid conferences and customer interviews (ability to travel required, anticipate ~10% travel)
  • Achieve organization goals by accepting ownership for completing new and different requests; explore opportunities to add value to job accomplishments


  • The ability to quickly understand detailed technical requirements and to turn those requirements into an effective and efficient technical solution for proposals
  • The ability to communicate detailed technical requirements and system designs to non-technical people in an effective and efficient manner
  • Excellent writing skills and the ability to develop detailed technical drawings that are useful and meaningful to non-technical people
  • The ability to direct and manage the efforts of other staff
  • Proficient in Microsoft Office suite of products including Word, Visio, Project, and Excel
  • Excellent written and verbal communications skills in English
  • Strong attention to detail, and adherence to established deadlines
  • Ability to thrive in a fast-paced environment with multiple priorities and strict deadlines
  • The ability to manage multiple projects and follow-up / follow through on planned activities
  • Strategic thinker able to identify winning themes and solutions
  • Dynamic interpersonal skills to interact with all levels of the organization and with vendor/partners
  • Familiarity with Government RFIs, RFQs, and RFPs preferred
  • Technical sales experience a plus

Educational Requirements:

  • Bachelor’s degree (B.A.) in English, Journalism, Communications or related field
  • Five (5) or more years of related experience and/or training
  • At least 5 years of experience working with or within the Public Transit industry
  • May consider candidates with an equivalent combination of education and job-related experience
